We deliver community infrastructure projects, providing holistic end-to-end or selective stages of project delivery. We have vast experience in working within the public domain, liaising with relevant agencies and authorities, and working closely with the community and key stakeholders.

Featured Projects

Condition Audit & Revaluation of all Buildings, Aquatic Centres & associated Land Improvement Assets and Operational Land
Inner West Council

Commencement: February 2026
Project Budget: $140K
Inner West Council have commissioned Stefan Consulting in partnership with APV Valuers & Asset Management to inspect & assess approximately 360 buildings including all aquatic centres and complete a comprehensive 2025/26 valuation of their building assets portfolio. This also includes the inspection, assessment & valuation of approximately 2500 associated land improvement assets.
The project also includes the review and revaluation of approximately 180 parcels of Operational Land.
The project deliverables include a works program prepared for each building with details of capital & maintenance works required with estimated costs and a comprehensive final report including project findings & recommendations and overall building prioritisation.
Project completion is anticipated by end August 2026.

Bus Shelter Advertising
Woollahra Municipal Council

Commencement – July 2023

Project Budget – $300K

We provided Council with project and contract management services overseeing the public tender procurement of providers for the installation and management of advertising assets on selected new and existing bus shelters and we are now managing the ‘roll-out’.
Each site is carefully assessed to ensure that all safety & design standards are met, including liaison with key stakeholders as required. Thirty seven (37) of the thirty-nine (39) shelters have been implemented to date, the remaining expected to be installed by the end of 2026.
We are also managing improvements to Council’s fifty (50) non-advertising shelters under the Contract, for ongoing maintenance & cleansing once upgraded. This will ensure that Council’s entire bus shelter assets are optimised over the 10-year term of the Contract.

Civil & Drainage Design for Aged Care Facility
Holy Family Services/Constructive Dialogue Architects/Blacktown City Council

Commencement: August 2025
Project Budget: $40K
Stefan Consulting is engaged to provide traffic, parking, drainage and associated civil engineering services for various aspects of the new residential aged care & associated facilities including retirement living, childcare, a church and a community hall at 116-132 Quakers Road, Marayong.

We are currently providing engineering support through the construction phase of the project.

Urban Streetscape Softworks Guidelines
Cumberland City Council

Stefan Consulting was engaged to prepare this guideline document, to provide standardised, low-maintenance, and easy-to-follow design options, along with practical guidance, drawings, and specifications for planted urban streetscape upgrades. The designs aim to beautify and soften the streetscape while enabling efficient delivery, primarily using Council’s own trades staff.

The guidelines focus on delivering streetscape improvements that are visually appealing, low-maintenance, and functional. Key design considerations include the use of readily available and durable plant species, soil preparation, integration with existing and proposed civil infrastructure, and best practices for planting, mulching, and maintenance, all aimed at enhancing community amenity and environmental performance.

The project was completed in November 2025.

Parking Meters and Mobile Licence Plate Recognition System (MLPR)
Strathfield Council

Commencement – November 2023

Project Budget – $600K

We were engaged to assist Council with implementing a new LGA-wide integrated Parking Enterprise Management System (PEMS) including 23 new paid parking meters across multiple sites; implementation of a digital mobile licence plate recognition enforcement system (MLPR); the Strathfield Select Permit Scheme; the implementation of a new computer database system, a website permit portal for permit registrations and the introduction of a new AutoISSUE fines enforcement system.
We established effective project management methodology and expertise to ensure positive project deliverables and process & system changes all within the establishment of an approved governance structure which promoted close collaboration with Council’s key internal stakeholders who participated and worked closely to deliver the project.

The project was completed in April 2026.

Building Upgrade Prioritisation
Ku-ring-gai Council

Commencement – February 2023    Project Budget – $200K

Ku-ring-gai Council engaged Stefan Consulting to assist Council to modernise its building assets, optimise ongoing operational and maintenance costs; identify asset type and function; develop criteria and guidelines; improve strategic decision making & create a modern buildings portfolio.

Working in partnership with Council’s Assets team, Stefan Consulting delivered:

  • an innovative and unique customised prioritisation tool, with a more objective approach, to help prioritise building upgrade works using science-based outcomes required to justify decisions made in prioritising works
  • concise methodology and criteria to assess Council’s 300+ building assets, identifying funding gaps
  • the creation of detailed documentation including a final prioritised list of building upgrade works with estimated costings
  • a 10-Year Program of Building Works to inform Council’s Long Term Financial Plan (LTFP), Council’s Delivery Program and the Buildings AMP
  • a Final Report with Recommendations to support future Council budget allocations or reallocations towards Buildings, commencing 2024/25
  • a Buildings Asset Management Plan (AMP).

The project was completed in June 2024.

The success of this project led to Stefan Consulting presenting at the NSW & ACT IPWEA 2025 State Conference in April 2025 together with Ku-ring-gai Council.
