Over the past three decades Jim has held several senior local government management positions and has been instrumental in realising significant changes in the City of Parramatta, a major thriving City and commercial centre.

Jim has outstanding problem-solving skills and a thorough understanding of the workings of local government and maintains a strong positive reputation for successfully delivering works and services to a very high standard. He has extensive experience in community infrastructure project delivery.

Senior Project Manager, Andy Ling is a professional civil engineer with 30 years of local government experience. Andy specialises in public infrastructure asset management including dams & special assets. 

Andy has held several former management roles at the City of Parramatta, leading teams in the provision and management of infrastructure assets including roads, footpaths, stormwater drainage, bridges, and dams.

He is a recognised leader and subject matter expert in public asset management and associated disciplines. His strengths also apply to commercial contract management, grant applications and grant management. 

Andy is experienced in business improvements across both strategic and operational areas and in particular, infrastructure assets valuation, capitalisation & depreciation processes impacting Council’s strategic documents including Council’s Long Term Financial Plan, Delivery & Operational Plans and Asset Management Plans (AMP’s) for the various asset classes.

Senior Management Consultant, George Dedes is an experienced and qualified senior executive and leader with over 25 years’ experience in both local and state government. 

A former General Manager, Director City Works, and holding many executive and managerial roles at the City of Ryde, George also extends his experience with executive and senior roles at Sydney Water and the former City of Rockdale and Bankstown City Council.  

He has extensive knowledge and experience in corporate services, public works and governance as well as specialist skills in facilitation, organisational review, stakeholder engagement, change management, leadership and culture development. 

George has outstanding analytical skills and a thorough understanding of the modern workforce implementing meaningful and effective communication and engagement to achieve the best results.

George has managed and participated in organisational reforms and improvement programs across all areas of Council operations and tackles complex problems efficiently and effectively to achieve defined and sustainable business objectives.

Marketing & Business Partnerships Consultant, Stella Stefan is degree qualified with a Bachelor of Arts majoring in Geography and Sociology and with subjects including communication and economics. Stella has over 30 years’ combined experience in local and state government at North Sydney Council, City of Sydney, Blacktown City Council and Department of Planning and Environment, former Department of Housing and former Department of Community Services.

Holding several positions as Senior Advisor and Senior Program Manager within these organisations, Stella brings significant and diverse skills and knowledge in a wide range of disciplines.

Stella has extensive experience working on capital infrastructure projects, providing communications, marketing, branding, engagement, and events management. Her specialist skills also extend to campaign management, in behaviour change road safety and sustainable transport campaigns.

Stella is experienced in business improvements across all these areas and in particular grants administration, consultation, engagement and liaison, policy, guidelines and correspondence/collateral reviews.
